This week Alex Marshall, noted urban affairs author and senior fellow at the Regional Plan Association, probes where Obama and McCain stand on the critical issue of federal support for roads and rails nationwide. It turns out Obama’s being specific while McCain leaves us guessing. My column focuses on states and poverty and my long-held conviction that it’s not just charity, but smart economics for states to work hard at improving the condition of their poorest families.
